just went through your slides, already a comprehensive story :-) I think, one key factor for success of the different approaches and initiatives in the US  is the consistent orientation towards transparency - transparency of data and transparency of results. This is clearly originated by the legislation you mention, like the Government Performance Results Act. Maybe you could emphasise  the relevance of transparency a little bit more in your slides. For me, transparenc is the prerequisite for user/citizen interest, his will to participate, to collaborate  and to use eGovernment offerings.
